MEETING MINUTES
Outreach Subcommittee
January 6, 2009, 12 noon

Meeting was called to order by Dan Smith.

Minutes from the October 1, 2008 meeting were approved with no objections.

John Glascock told the committee that the first PR and education contract was slated to be audited this Spring by MoDot. City staff is still waiting for word from MoDot if the city could proceed with a Supplemental contract with Vangel, or if the city would need to present a new RFP (Request for Proposals).  That determination was unknown at the time of this meeting.

Shannan Baker with Vangel presented and reviewed a draft Scope 2 proposal for PR and education. As requested by the city, the three main focus of Scope 2 are:
1) Mode shift by 2010
2) Programs should be community-wide and
3) Programs the city can carry forward after the grant money is gone.

Shannan Baker asked the group for feedback on where to hang GetAbout posters in the community.

Dan Smith asked if Neighbors on the Go program was worth continuing and if we were getting enough out of it. Ted Curtis explained how effective these targeted programs are in other cities and felt they are worth it in the long run.

Shannan Baker explained a mid-point survey on attitude and awareness was done by Phillips and Associates and the results would be available soon.

Dan Smith asked about media questions and who to send those calls it.  Ted Curtis is the point of contact for the city if it pertains to the GAC infrastructure projects. Peter Ashbrook said he should be contacted for MU related tasks and commuter issues on campus. Dan Smith mentioned the educational efforts on campus. The Police participated in a bike training course, a bike expo in the Spring and a bike rodeo in the Fall. 

Jack Jensen stated on behalf of the elementary schools the Walking School Bus program directed by the PedNet Coalition is important. They need a bridge of funding to get them through from Spring 09 to the Fall 09 school year. After that they have funding in place to continue the program and won’t need GetAbout funds.  Dan Smith said the committee could recommend keeping a portion of funding in place for Walking School Bus until their other funding becomes available in the Fall.  The PedNet Coalition received funding from the Missouri Foundation for Health through the Health Department for this program. Ted Curtis mentioned there are five areas being evaluated for the Report to Congress and Walking School Bus was one of those five projects.  John Glascock said staff would look into possible funding for the gap in this program.

Dan Smith said the committee needed time to review the draft proposal and recommended the committee meet again to see if they wanted to make recommendations for the contract. A meeting will be scheduled after a decision has been received from MoDot.
