Advisory Committee Meeting
September 28, 2006
Meeting was called to order by Mayor Darwin Hindman at 4:38 p.m.

June 15, 2006 meeting nimutes: During discussion, Knudson wanted to record to reflect that he objects to not having Columbia included in the name on logo. Project name is "The PedNet Project: Connecting Columbua." Logo design just uses "PedNet Project." Minutes approved.
Project status/Phase I Planning and Structure: Ted Curtis, program coordinator, provided a detailed brief of his proposal for planning guidelines and selection criteria to guide the process for developing the Non-Motorized system. Curtis made his presentation by way of power point. See attached guidelines and selection criteria.
Thomas made a motion to adopt the planning guidelines and criteria as presented. Second by Kruse. Motion passed unanimously.
Subcommittee reports: Outreach and Programming: Cupp indicated that the recommendation for the project name and logo were sent to the City Council for consideration. The subcommittee will have a work session on October 3, 2006.
Roadway and Sidewalk: Thomas indicated that the online reporting system is ready for public use. The subcommittee completed three weekend field trips to 12 intersections. They have looked at drain grates and have come up with an option that is bicycle friendly and meets MoDOT standards. Discussed a project in another city that uses a public-private partnership for installation of bike racks on private property. Subcommittee is reviewing and might make recommendations.
Trails: Subcommittee attempting to condense all routes to one document that could be used as a resource for planned and existing trails. Noted that the underpass at Providence and Stewart is in process.
Netherlands trip: Mayor Hindman and Dave Nichols, Public Works, went on sponsored trip. Some items to note: there are more bikes than people, 40 percent of trips are by bicycle, bike parking is a problem, there are different bike racks, pavement is colored to accommodate bikes, significant way finding, heavy on crosswalks and painting, right-of-way symbols are plentiful, there are safety islands at intersections with pushbuttons and count-down timers, many people have two bikes, there are no hills, and there are separate walking, bike, bus and car routes. Mayor also noted: bikers took shortest and fastest routes, there are night and day routes, bikers/walkers preferred to be near traffic at night, bikes are parked at bus stops, no bikes on buses, a lot of people have folding bikes, the Netherlands government funds 50 percent or up to $400 for bike purchases if you agree to commute by bike.
Announcements: Thomas indicated that RagTag and PedNet have partnered in a challenge that urges volunteer participants complete the month of October without using a car.
International walk-to-school day is October 4, 2006.
There was a question about whether there was any means for people to suggest routes. Schmidt is working on a feedback form that could be posted to the Web. Suggestions could be forwarded to Ted Curtis.
Publicize the website more.
Next meeting: Date to be set later when master plan is ready or in January, whichever is first.
