Executive Committee Meeting
June 18, 2007

Staff present: Ted Curtis, Jill Stedem, Fred Schmidt, Corri Flaker, Eric Mumford, Les McKennon

Mayor Hindman called the meeting to order at 1:30 p.m.
Minutes from the May 14, 2007 meeting were approved with no objections.
Old Business: None.
New Business
Bike Parking Plan: Staff member Corri Flaker reviewed the draft Bicycle Parking Plan with the committee (see attached). Staff is looking at various styles of bike racks, which will depend on the locations they are placed. Staff is working with the University to pick a demo spot and place bike shelter on campus and looking for possible other locations for demos. Ted Curtis mentioned staff is reviewing the options for placing racks in retail parking lots, but there are issues of who carries the liability. Staff is working on locations and working with the Special Business District on color and design for a standard look in the downtown area.
John Riddick made a motion to accept the bicycle plan and submit to City Council for approval. John Ott seconded, motion carried.
Reports
Project Manager: Ted Curtis reported on the nine project pakages going out for design bids. Each package will be a separate engineering contract, with each proposal going to City Council for approval.
Outreach/Programming Committee: In Naomi Cupp's absence, Jill Stedem reported the Vangel proposal is about ready to go to City Council for approval. Once approved, Vangel Marketing will head up the promotions and education contract.
Roadways: John Riddick shared slides with the committee from his recent trip to Lyon, France, which showed various bike routes and a bike rental program.
Trails: John Ott reported he has met with new city councilman, Karl Skala, to update him on the PedNet Project and said a meeting needed to be held with the Special Business District for their input on the new bicycle racks for the downtown area.
Staff Reports: Eric Mumford said he is working on locating a Project Office, which will be a turn-key lease for the duration of the project. Fred Schmidt is working on bicycle lanes. Les McKennon is working on pedestrian actuators and count-down timers, which Curtis reported this is work city staff can do, rather than contracting it out.
