The Macao-Hengqin Travel Incentive Program is now accepting applications from January 1, 2024

In light of the Master Plan for the Construction of the Guangdong-Macao Deep Cooperation Zone in Hengqin, which promotes favorable conditions for Macao’s industrial diversification, the Macau Government Tourism Office (MGTO) and the Economic Development Bureau of the Guangdong-Macao Deep Zone The Zone for cooperation in Hengqin jointly introduced the “Macau-Hengqin Travel Incentive Program” (“the Program”). Applications for this initiative will be accepted from 1 January 2024. The main objective of the program is to encourage tour operators to make multi-destination travel plans covering both Macau and Hengqing. Initially, the focus is on attracting business travelers through group tours to stimulate tourism development in both locations.

Promotion of incentive travel in Macao and Hengqing

The initial phase of the program aims to attract business travelers to Macau and Hengqing for incentive travel. Entities eligible to apply as promoters, planners or designated authorities overseeing travel promotion activities in Macau or Hengqing include legally established enterprises registered for tax purposes in these areas, non-profit organizations in both regions and legally recognized legal persons outside these limits.

Minimum number of participants and stay requirements

Beneficiaries participating in Macau or Hengqin tourism promotion activities must include a minimum of 40 participants who are not residents of Macau or Hengqin. Participants must stay in Macau for a minimum of two consecutive nights and in Hengqin for at least one night.

Help for business travelers exploring local communities

The program offers souvenirs and ancillary items in Macau and Hengqing based on the number of participants. Entities applying for support can choose appropriate elements tailored to their activities. Macau support items include tours of Macau’s historic center, authentic gastronomic experiences, cultural performances, business services, gastronomic workshops and cultural and creative workshops. In Hengqin, they include Xiaohengqin Mountain Eco Tours, Flower Promenade, Mangzhou Wetland Park, visits to Hengqin Branch Chinese Red Sandalwood Museum, Guangdong Cuisine Making and Traditional Chinese Skills Tours. The program encourages business travelers to explore local communities to revitalize their economies.

Application pre-screening process

Interested entities should complete and submit the “Pre-screening Application Form” to the MGTO or the Economic Development Bureau of the Guangdong-Macao Deep Cooperation Zone in Hengqin. The pre-screening process takes five working days from the day of receipt of the completed application form. After carrying out the preliminary check, the relevant services will notify the applicant in writing of the result.

Submission of information before starting the activity

Entities who successfully pass the pre-screening must submit the “Application Form for Support Items”, together with all related documents and details of the activity, to the MGTO and/or the Bureau of Economic Development at least 15 working days before the start of the activity. Additionally, they must submit an event report within 10 business days of the event ending.

Quality Management Oversight Mechanism

An oversight mechanism will be put in place for the programme. Applicants are required to provide MGTO and the Bureau of Economic Development with the necessary information regarding incentive travel. In addition, they must authorize and assist the authorities’ personnel in inspecting ongoing activities on site.
