Beijing (Reuters) -Cinema on Thursday tightened control of its rare land exports, saying that it is planned to restrict exports to overseas defense firms and semiconductor users and include five rare Earth elements on its list.
The largest manufacturer of rare land in the world has also included dozens of refinement technology in its control list and published rules that will be complied with by foreign rare land producers who use Chinese materials.
The reports of the Ministry of Commerce on Tuesday are Saturated at the invitation of US lawmakers to broader prohibitions on export of microchip production equipment to China.
They expand April. Beijing, which caused a shortage of control over the world, had previously facilitated a number of transactions with Europe and the US to facilitate the supply crisis.
The new curbs last weeks before the planned meeting of US President Donald Trump and Chinese President XI Jinping South Korea.
“It helps to increase Beijing leverage before the expected Trump-XI summit in Korea later this month,” said Tim Zhang, founder of Edge Research in Singapore.
China produces more than 90% of the world’s recycled rare lands and rare Earth magnets. 17 rare Earth elements are vital materials of products, ranging from electric vehicles to aircraft engines and military radars.
12 of them exports are now restricted after the Ministry of Commerce added five – Holmio, Erbio, Thulium, Europium and Ytterbium – along with related materials.
For foreign companies producing some rare land and related magnets, the Chinese export license will also be needed now if the final product contains or is made of Chinese equipment or material. This applies even if there are no Chinese companies in the transaction.
The rules of the Rules have been implemented by the US to limit the export of other countries with semiconductor products to China.
It is unclear how Beijing intends to implement its new regime.
The ministry also included dozens of mining and refinement equipment and pieces of materials on its checklist.
China’s latest restrictions on five additional elements and recycling equipment will come into force on November 8, just 90 days before the ceasefire with Washington.
The rules related to foreign companies that produce products using Chinese rare land equipment or material must take effect on December 1. China’s northern Rare Earth Groups, Chinese Rare Earth Resources and Technology and Shenghe Resource Shants increased on Thursday by 10%, 9.97%and 9.4%, respectively.
